Dec. 11, 2006— --The U. S. Food and Drug Administration on Wednesday approved a new drug for pain management, but doctors are not allowed to prescribe it without a prescription from a doctor.

Doctors who prescribed the pain reliever Celebrex have been told to avoid taking the drug because of the risk of stomach problems. But the Food and Drug Administration said the drug is safe and effective, and doctors are allowed to prescribe it without a prescription.

Dr. Scott E. Lee, a professor of gastroenterology at University of Florida who is also a professor of medicine at Florida State University, and his colleagues in the FDA's Office of Drug Safety, said that a doctor's job is to assess an individual's medical history and determine the appropriate dosage of the drug.

An individual's medical history can be based on how well they tolerate the drug, Lee said. However, the FDA has not indicated that patients have any history of heart problems, stomach ulcers, or bleeding problems. That is because other factors, including smoking, drinking, or taking other drugs that affect blood pressure, can also influence the drug's efficacy.

The Food and Drug Administration is not required to give physicians written instructions for taking the drug.

Because the FDA has not indicated that patients have any history of heart problems, Lee said, doctors do not need to be told of the increased risk of stomach bleeding from the drug's use.

The agency said the FDA has given doctors permission to prescribe the drug without a prescription.

The agency said it has been aware of stomach problems and the drug's side effects since 1998. It has not been able to determine why the drugs are safe and effective, or whether there is a problem with the drug's safety.

The drug is sold under the brand name Motrin, which is manufactured by Pfizer. It's also sold under the generic name Norethindrone acetate, which was developed by GlaxoSmithKline in 1989. The drug was approved by the FDA in 1990.

The drug has been shown to have some other benefits, including increased blood flow to the brain, and it may help patients who have suffered stomach pain due to an illness.
